The phrase Sniping, is an old phrase, that was in use back when most folks still had dial-up modems. A "sniper" who had a faster connection could place bids in the last minute of an auction, and win it. Then, some folks developed sniper software, and now anybody could do it. Did you know that has the ability to detect sniping software, but deffers not to utilize it?
Anyway, the sniping that most folks are reffering to is not actual sniping, but what I call "sitting". I simply watch an item, when it comes close to ending (5 mins), I place a reasonable bid (but not my max). I then "sit" and see if anybody tries my hand. If they do, I don't respond till 3 mins left. At 1.30 mins I usually have my Max bid up. If they outbid me, then so be it.
