With 4 pages of chips, plus the manifest, slot cards, matchbooks, and pens, bungee cord, and wetnaps, I can't seal the flat rate envelope. Should I use 2 flat rate envelopes, and only insure the one with the chips, or both? Or should I put everything in a larger envelope or box?
