I think it depends on how you are acquiring your foreign chips. If a chipper has picked them up in their overseas travels I don't see why they need to be marked up anymore than chips picked up in the U.S. Even with shipping, the cost doesn't always have to be that high. I've traded chips with Pedro Isayama in Lima, Peru and it only costs me about $1.50 to send four chips by air mail to Peru.
