The licenses were issued by the county.

The first in Clark County was issued to Mayme Stocker, for the Northern Club. (She later leased the club to Wilbur Clark, who renamed it the Monte Carlo)

I think the 2nd and 3rd in Las Vegas went to the Boulder Club and the Las Vegas Club, but I don't know which was #2 and which was #3. (And I can't remember where I read this, so I can't be totally sure).

I thought RR Pass was #7....again, I don't remember WHY I think this. Wish I could remember where to look.
