That's a valid point Andy, but it was also the high bidder's choice to outbid the 2nd highest bidder. If they hadn't, the opposite would have been true.

A $20 bid, for example, would only be incremented by 50 cents. I personally feel that it's a fairly small percentage. Of course others may feel differently.
