Someone with time on his hands can attempt to work with eBay to set up auction standards and guideline as the American Philatelic Society is now doing regarding stamp collecting.

As one place put it, "ebaY is now working with the American Philatelic Society (APS)
within the Stamps category on ebaY. The APS has developed
guidelines for selling philatelic (stamp) material on ebaY. These
guidelines are in addition to ebaY's general listing polices and
are intended to address some of the specific issues related to
selling philatelic items. "

As eBay put it, "eBay reserves the right, in its sole discretion, to remove any stamp or stamp related item listed on its site and refund the associated listing fee, if we believe that the listing is inconsistent with the code of conduct set out by the American Philatelic Society, "
