MY THOUGHTS ON FORMING A ROULETTE CHAPTER - LONG, BUT IMPORTANT
No one loves Roulette Chips more than I do, that's a fact !!! After I posted the message about my 1st Prize Roulette Exhibit at the ANA Convention in Baltimore, I received many emails and calls about forming a Roulette Chapter. I first suggested the formation of a possible Roulette Chapter several years ago in a full- page announcement in our Club Magazine, but for various reasons, forming the Chapter did not happen.
After a lot of soul searching on the subject of forming a Roulette Chapter, I have come to the following conclusions:
1. The legal and tax reporting requirements to form a Chapter of the CC>CC are very cumbersome, if done properly and in accordance with all Club Guidelines.
2. The Election of officers and assigning of duties to Chapter officers is also a problem.
3. Meeting the strict mandates of the National Club Code of Ethics, specifically the section that deals with not violating Casino policies and procedures WOULD BE IMPOSSIBLE TO MEET. We all know that we are not "technically" supposed to remove Roulette Chips from a Casino. I don't want to open that "sore" subject and face all of the rancor and debate over "Harvesting" Roulette Chips. Accepting the reality of wide spread "Harvesting" of roulette chips is one thing - having an authorized and sanctioned Chapter made up of Roulette Harvesters would be another kettle of fish.
4. Setting up bank accounts and getting signatures on checks would be a chore.
5. A Roulette Chapter could not meet on a regular basis, like the Atlantic City Chapter which draws most of it's Chapter Meeting attendees from a defined geographic area i.e. about a 3 or 4 hour drive from Atlantic City. Roulette Collectors live all across the Country making "regular" meetings virtually impossible, except during the Convention and there are too many things to do and not enough time to do them at the Convention now.
6. The main reason for the creation of a Roulette Chapter would be to accumulate, record and disperse information on Roulette chip collecting to the Chapter members. Information would include a listing of all new Roulette chips used by Casinos all across the US and other selected areas, articles about newly discovered obsolete Roulette chips, studies of Roulette chip designs and variations, etc. and the sharing of experiences between Roulette Collectors
7. In light of the above, I have come to the conclusion that the best way to further the collecting of Roulette Chips would be NOT to form a Roulette Collectors Chapter.
8. I would propose the following solution to the minefield of problems listed above - I would follow the course taken by a couple of very successful chippers and " slot carders" in our Hobby, Doug Saito and Pat Lamb. I would be willing to start a ROULETTE COLLECTOR'S NEWSLETTER.
9. The NEWSLETTER would incorporate features seen in the Saito and Lamb periodic publications.
10. The NEWSLETTER would contain a Section listing all new roulette chips from all over the US and other selected areas, a Section on the history of and details about older Roulette chip issues, articles from Collectors on their area of special expertise, and a Section listing Roulette Chips for Sale on consignment or by Auction.
11. If Collectors want a "Card", I would make up "Subscriber Cards" with an appropriate Logo and numbering system.
12. I would publish the NEWSLETTER on a Quarterly basis for a reasonable fee. The NEWSLETTER would be an extension of my current R.I.C.H. (Roulette International Chip Hunters) activities. My wife is retiring soon and she will be helping me with all of my chipping stuff.
13. My additional goal is to produce Roulette Catalogs and Checklists similar to my Atlantic City Roulette Catalog for other areas of the Country including Nevada, Indian Reservations, etc.. These Catalogs would have to be a collaborative effort with other Roulette Collectors and Catalog Publishers.
