You are forgetting the associate members who do not get their own magazine. They would need to be sent ballots. Also ballots have been color so this would require color printing to all members. I don't know if the current publication schedule would work for your idea. There needs to be enough time after the end of the year for a nominations process, I doubt that could be completed in time to get the final ballot in the Jan, Feb, March issue (this has usually been the issue with the call for nominations); which means that it would have to wait for March, April, May issue. In light of the fact that publication dates for the magazine seem somewhat flexible I do not know when this would come out but I seem to think it came out in May this year. Keeping in mind that many members don't get the magazine for 3-4 weeks after mailing giving members time to get the magazine and respond, and then allowing Jim to count the votes and contact winners in advance of the convention in June may not work.
I think ballot stuffing becomes much more of a concern if every member is mailed a ballot. Two situations. One is where a member who is not interested in voting gives his/her ballot to another. The second is the situation where I am a member, I come out to the convention evry year and bring my spouse (who has no interest in chips/tokens etc.) though spouse has no interest we have paid the $5 fee to have her made an associate member so that she can attend the banquet and other events (though she would much rather do something else) at the convention. She know gets a ballot in the mail. I wish to vote but know I have two ballots (she has no interest). Before we could have both nominated a chip and gotten two ballots but I wouldn't bother, but know you stick the ballot in front of me so I vote twice anyway.
