I see a little different analogy. Actually, the "nomination" form is a vote for your favorite chip(s). Then, those choices get narrowed down and you get to vote a second time. Kind of like voting in the primary elections, then placing your final vote in the national election.

Either way, the nomination is a vote and is open to everyone.
