As a practical matter, don't open yourself up to retaliatory negative feedback from this person..... ........ I doubt that he did all this on purpose. Maybe he forgot about the dollar chip, and there could be a host of reasons as to why he didn't/couldn't reply to your email.... What is his feedback rating now?....... And it is probably against eBay rules to leave feedback based on non-eBay transactions.
