Here is the deal with Luis. He bid on 11 auctions of mine a few weeks ago. Took a week to respond to my emails. Then finally got a paypal payment.

He has a lot of negative feedbacks, but he has his own ebay store chipexchange (I think).

Send him another letter requesting payment immediately. Then give him a few more days. He should paypal you or send you a company check (which is how he paid me a few months ago).
