If there is no market for an item, it has no significant value. If only a small group of people collected chips and they weren't willing to pay more than, let's say $100 for a chip, then no chip would be worth more than $100, regardless of its scarcity.
I don't see how it can be otherwise. If I've missed an important point in coming to this conclusion, please let me know. I'm really curious
