is not the only advantage of producing LE chips. Obviously, they create incentive for people (collectors at the very least) to visit the casino. Also, an attractive variety of chips (LE's) creates motivation for the casual walker-by to sit down and gamble so they can get their hands on one. Then there's the reputation that the casino builds for going above and beyond for its patrons.

So clearly while money is always the ultimate motivating factor, the direct monetary gain from the sale of the chips is not the only incentive for a casino to produce LE's.
