I think both the Year of the Ram and Happy New Year chip were issued right at the beginning of the year before the new regulation was passed (assuming that such a reg. actually WAS passed ).

As I pointed out to Katie, the main $1 chip mills have produced none or very few $1 LE's this year (Mahoney's SN, Opera House, Four Queens, O'shea's, etc.)
