Not sure Gene. Seems to be a 'professional' job as the inlay is the same on both sides and cannot be 'peeled-off' as will be the case in most instances like this. I even tried a black-light and the only thing that 'glows' is the pink base of the chip. Maybe it falls into the same category that the mysterious 'poker' chip is in, namely a test that was rejected by Caesars when they were looking for a Burns chip back in 1993??
The 'wreaths' along the side of Mr. Burns look very similar to the style of the CHIPCO celebrity series released by Caesars AC. Maybe and east coast competitor of CHIPCO looking for business??
