Education should never have become a governmental function. Public education today is:

1) a huge waste of money (almost certainly the most wasteful of all governmental programs)

2) a convenient way for government to indoctrinate our children

3) as you say, not a very good education to begin with.

There are many reasons for the failure of public education in this country, not the least of which is the irrational belief that we can -- and should try to -- elevate 100% of all students into the top 50% of their class. We might as well be trying to pour two gallons of water into a one gallon bucket.
