I'm with you John! I ate very cheaply when I was out there on vacation. Not that I was extremely budgeted or anything, I just like buffets and big breakfasts.
I think the best buffet(s) were at Sam's Town (where I never made it past the Mexican section) and The Stratosphere, who even had frozen margaritas on the menu.
For breakfast it was once again, Sam's Town for the $1.99 Steak and Eggs, or the .99 cent breakfast at Nevada Palace (My stepdad was a trucker and he always said "If you want to find the best food for cheap, look for the Truckers and the Bikers." Sure enough when I was there the bikers were in town to go to a round-up in Reno, and most of them were eating breakfast at the Palace!)
I still can't decide which shrimp cocktail was best from the downtown casinos. The Golden Gate was cheaper than The Horseshoe (.99 vs. $1.99) but both were so very good.
If you want to imbibe for free, then the Barbary girls are the quickest, followed by the Flamingo, and then the Cannery. Oh, and if you have a sweet tooth, the Mexican Resteraunt at the Suncoast has the best Fried Ice Cream!! YUM!
