So far as I know the scarcer chips are going up and have been going up. Most LE's aren't faring too well on eBay. I doubt that generally chip prices have fallen. One thing that does occur is when someone turns up with a supposedly rare chip and it turns out that the person has a horde of them; prices tumble.
