I'm not sure I'd be in favor of using dues money to compensate an individual member for a loss. If the availablility of a reward could be used to deter theft in some way, then maybe. I believe safeguarding and risk-sharing for losses in an individual responsibility. Care in storage, purchase of a safe, maintaining privacy of the existence of a valuable collection... all are under control of the individual, not the club.
If there is to be Club involvement, I'd be more inclined to favor club sponsorship and publicity for a commercial insurance company that would take time to understand the needs of the casino token/chip collector and provide favorable premium rates. There are already a couple of companies in this business that seem to have reasonable rates, although I don't use either of them.
