I had some problems with ebay and they emailed me the following fix. It worked for me and haven't had problems since....

Hello

Thank you for writing eBay in regard to our site. I apologize for the
difficulty you have experienced, and I will be happy to help.

This actually a problem quite common with members who have high speed
connections to the internet, and less so for members using a dial-up
connection. You see, after a while, the temporary internet files
accumulate on your system, or on your Internet Service Provider's proxy,
and can generate errors when there are too many, or if some become
damaged.

Fortunately, this is very easy to resolve, and avoid in the future.
These instructions are a little long, but pretty easy to get through.
Please follow these steps to clear out your temporary files, allow your
browser to start fresh, and ensure that you always get the most current
version of any web page as quickly and accurately as possible. The
lines that begin with two stars will be the most helpful:

* Close your browser.

* Click the Windows "Start" button, go to "Settings" then click on
"Control Panel".

* In the window that opens, find the Icon labeled either "Internet"
or "Internet Options" and double click it.

* A box will popup. Near the center of the box, find a button
labeled "Settings" and click it.

** Another, smaller, box will popup. Near the top, be certain that
"Every visit to the Page" is the option selected, then below, be sure
that the amount of space allotted to your temporary internet files is no
more than 200 MB.

* Click the button labeled "View Files..." at the bottom of the
Settings box.

** Delete ALL the files in the next window that comes up, especially
the cookies.

* Close the file window, then click 'OK' to close the Settings box.

* Back in the main Internet Options box, click on the 'Connections'
tab along the top.

** In the Connections page, click on the button near the bottom
labeled 'LAN Settings'. In the new box, UN-check all boxes, then click
'OK' on that box.

** Click on the Advanced tab, then scroll down to the bottom of the
list. Check the box labeled "Empty temporary internet files folder when
browser is closed" and then 'OK' on the main Internet Options box as
well.

* All changes will take effect when you restart your web browser
software.
