It might be Der Binger because:

Crosby owned seven ranches in Elko in the 40s. He was named honorary Mayor of Elko in 1948. (and held the title until his death in 1977)

But the article I have say he liked to dress causally, favoring jeans. Members of the Silver State Stampede had Levi Strauss make a pair of tuxedos. One for Elko Mayor Dave Dotta and one for Honorary Mayor Bing Crsoby. On Blue-Serge day, June 30th, 1951, the tuxedos were presented.

There is a picture which shows both of them, but the Tux. has white lapels.

Since the player is the center of the design, it may be styles of the period or may be Bing?
