I have no problem with a cap or any other ideas someone might have.
I will however say that I think the reason that the number 17 WAS chosen was as a result of the 13 run pool being hit too often.
I suppose now we could say it isn't being hit often enough.
Think of it as a lottery with the prize growing every week.
