You can purchase chips from the cage by CCC rules but most casinos do not do this. The exceptions are the Taj and Tropicana in the poker rooms - who will sell you full racks or stacks but not single chips.

I concur with the suggestions of the others, find an empty or nearly empty table (roulette, craps, big wheel, whatever) and ask for them.
