Hi Charles,
Can't help you with that sign, but if you'll click this link, and go to the postcard with Vegas neons, the top right picture is the Silver Club and Golden Camel signs. Kinda hard to see in the picture, but maybe you've got the know-how to enlarge it.

If you check TGT (at least the audit edition), you'll find that the Golden Camel and Silver Club were next to each other, on First Street. According to TGT, the date that they were both in operation was probably around 1938-1939.
