That doesn't stop snipers it just makes everyone a sniper.

I don't think either rule is right or wrong fair or unfair. Either is acceptable.

As to the current Ebay system, If everyone would simply bid their maximum the whole debate would be irrelevant. The only people who lose to snipers are those who simply didn't place their highest proxy bid.
