The Win-Cards chips I've played in Nevada are not one-play only, John. You play them till you lose them, just as with a live chip. I look at their value to the player as face times the probability of winning the game you play them in. In the game of "21", that's about 97% times $5 or $4.85 each. Win-Cards chips are always a good value and you should take them whenever offered. The tiny amount they let you buy will never make much difference in your total winnings, though.
