Okay, I'm hesitant to jump in here, and I may be mistaken, but does not the phrase "subject to" indicate a possible outcome rather than a certain one? All of these arguments below in this thread seem to be ignoring this crucial word. The bylaw, as written, indicates to me that members violating... MIGHT BE expelled or disciplined... not WILL BE expelled or disciplined.
The "MAY" vs "SHALL" argument is not meaningful under those circumstances... unless you think that the distinction between "MAY POSSIBLY BE" and "SHALL POSSIBLY BE" is of consequence.
