In case you haven't received an understandable explanation, here goes my spin.

As far as table games go, LIR is just another table game. Some casinos may opt to issue a L.E. to advertise the game, nevertheless it is still just another table game in the house. I remember years back when at Fitzgerald's in Reno they issued an $11 chip for their Red Dog game (the amount represented an odds payout). In my opinion it was only issued to advertise the game, nothing else.
