Old stamps can still be used as postage. You can not return old stamps for cash. In fact you can not return new stamps for cash.

The best you can get from the post office is returning a sealed roll of stamps (maybe an uncut sheet) for other stamps. If the PO can not resell the stamps they will not accept them for trade.
