Sheldon; It has EVERYTHING to do with quantity. Many of these same chips that I (and several others) purchased years ago at $30 and $35 each, have become commonplace. Racks and racks of Puerto Rico chips have come off the island and have saturated mainland U.S. Dozens of collectors in the continental U.S. now have litterally hundreds of PR chips they don't know what to do with. Ebay has become a dumping ground for so many of them ... that postage cost more than the chip does.
Having said that; unfortunately there are many truly SCARCE Puerto Rico chips that have been painted with the same broad brush. The result is that most all PR chips have been devalued with few exceptions. A recent catalog that has been published with outrageously high values for these chips has not restored confidence in the Puerto Rico chip market. In fact quite the opposite has happened. Some folks simply told some big lies a couple of years ago. It's now catching up with them.
Just my humble opinion for whatever it's worth.
