You must find the photographer or his heirs and pay them on top of the track user fee. To protect yourself after all this, you still need a release signed by the horses owners.
It took me 1 year of work, each, to bring the Secretariat and Seattle Slew chips to fruitation.
Even with 1 year start on Slew, the cooperation of Slews owners, and the official photographer, the chips were delivered to the cage 1 day before the Derby release.
I started on Affirmed 3 months ago. They may or may not happen.
