Just do what comes natural. I would break it out by what makes the most sense to you.
I have binders for each City, i.e., one binder for Reno/Tahoe. In it are one each of the current rack chips, then most of my OBS for Reno are in there as well. Then I do the same for LV. Then I have a chip briefcase... display inserts... and ... well, you get the picture
