I understand your thought but I feel this would at least be a step in the right direction.
I'm sure you know the saying about, the longest journey begins with the first step.

Revoking ones selling privilege under one name would not prevent a buyer from throwing on "the sunglasses" either. I had it happen to me and was able to get the seller revoked a second time by checking the items he was selling and having e-bay compare the scans he was using.

As I said, Just an idea
