Please explain how gaming is involved with this.. It is not a ncv chip , It is a No value chip or a Promotional chip, which can not be used for gaming , so why would it have to be approved ?

Maybe Gene Trimble can add some insite to this?
Gene when the Palms Makes promotional chips such as The rain , Ghostbar or The Naughty nighty chips ,do they have to be approved by gaming ?
