According the rule book, if there are not any runners on base and the pitcher balks, he is charged with a ball in his ball and strike count on the hitter. What would happen if the bases were empty and the batter had a 3 ball count and the pitcher balked, the pitcher would be charged with a ball and thus the batter would now have 4 balls which would constitute a walk. Does this make any sense?
