I did take a close look and I did see the part about PayPal...but I don't use PayPal. I don't usually complain about a S&H charge but even with an airtight { which are pretty cheap to begin with } it's not worth a $3.50 S&H charge { at least to me }. However, it is a great looking chip and I do wish you luck with the auction.
