... withholding positive feedback if the buyer turns out to be a nightmare? How long to you withhold it? 30 days? 6 months? a year? Why not RESOLVE the problem?

That is JUST the reason that the scam I was just in the SELLER had NO negative feedbacks until I left one. It is used as a threat to the buyer.
