How about if a man is at home taking care of the kids?

Or the much more common scenarion in this day and age . . . Both parents work outside the home full time. The kids are in day-care or school?

I understand that you come from another generation, and your ideas made sense when women stayed home and raised kids and men went out and worked for the family income. And I'm not going to debate whether that was a better way of life or not. The fact is that that social structure no longer exists (whether that is good or bad is irrelevent).

Policies for today should reflect todays realities not yesterdays.
