Is it possible that the only reason gaming denied approving the chip is because it specifically promoted chip collecting.

I can't believe the board would not allow casinos to continue to create LE's to commemorate a special event (i.e., events that are going on within the casino as a promotional tool). Maybe they just didn't like the "collecting theme"...
