I think I've figured out Sadaam's plan.

Sadaam probably mused 'what the hell, so I lose 20 billion a year due to sanctions. So what that the Baath party, the Republican army and probably myself are wiped out. The joke will be on the U.S. when they find no WMD. Yes siree Bob, I will not cooperate with the UN inspectors and provide proof of the destuction of my WMD'.

That Sadaam is a tricky character.
