A handful of these showed up at one of the conventions, around 1997. The explanation at the time was that they were backup chips. I believe someone even had a $5 or $25 that was slightly different, if my memory serves me right. I don't believe that there were backups of such low denom chips, but the only other explanations might be samples or slight errors.
