I guess I have to disagree with this statement.
To begin with Newport, KY was the center of gaming not Covington.
I have a story that was in The Saturday Evening Post in 1960. It states there is 150 operating casinos in Newport, a city with a population of 35,000.
How many casinos can you document in Toledo?
Newport is the most prolific and best documented illegal gaming center I know of.
