My opinion would be no, I would however like to have one for my collection.

It was first stated by Mike Ludwig that only chips with the word "millennium" on them would qualify.
Another view was any chips issued to celebrate the millennium would qualify.
Then there was an issue as to when the true millennium occured
There were also chips issued after the millennium, those marked the real millennium and those marked 2001.
