Seems to me that "ripping off" anyone, including eBay, is reason enough for:

1 -- avoiding this seller &
2 -- formal disapproval by the club.

"Rip off" is another word for fraud. While this seller's auction might not be a criminal fraud to be "guilty of", it's certainly a violation of his contract with eBay.
