I assume we could go to any of the irc chatrooms and start our own room. We would have the option of registering it or not. I would suggest that we surf around to find one that we like. Of course we dont know until we are there a bit if its a good sever, and doesnt go down often.

I know that for irc, we have an option of using java or going with a chat program like mIRC or Pirch (both are free for download.
