Ya Bob, come on (Joe Walsh has the answer) you can update your operating system, easy. JUST FDISK the whole thing and start over.
Joseph I think the point was, upgrading and keeping things. Which I actually agree with both of you. Upgrading means huge headaches, and wiping out everything and starting over, is the answer... But since I want to keep files and software, I get the headache version.
Just spent the weekend on a "free" computer because it had a bad hard drive and many problems. Making the sound card work took the longest because it included drivers for 3.1 or 95 (a hint that it wasn't even meant for WIN98)
Ran assorted Norton tools on it, changed the startup files, removing a duplicate device driver, added current drivers, resolved conflicts. It's a clean machine, works fine, the hard drive wasn't the problem.
Mike: if you haven't looked at www.drivers.com try there. They ask for email registration and give you a password, (which has been "all" since the begining of time)
I also just search www.Metacrawler.com with something like "Opti 391 windows 98 driver" (in my case that was the sound card) so enter your make and model and windows ME driver and if there's one out there, you'll find not only the answer, but logs of others asking for help with the same question.
Did you try the Mfg. site for updated drivers?
