The only advice I can give (as someone who sends and receives chips in the UK) is don't put too high a value on the package as the customs people in the country you are sending the package to may use that figure to calculate duty charges. I know that in the UK, packages that arrive with a value over approx $25 are subject to import duty and value added tax. I tend to ask people who send me chips to put a low value (face value normally) as these taxes work out at around 30% of the value on the customs form!!!
The only difference is when it's a high value item that you need to declare a figure for insurance - then it's a trade off between a correct insurance valuation and the duty and tax that will have to be paid!
