You can make them drink if you try.
(Incidentally, the proposed amendment gave the individuals one year to join the National after they joined the Chapter. The proposed amendment was incorrectly described in the ballot (amazing!), yet still got 62% of the vote, as I recall. 66.67% was required to pass.)
There are many benefits of joining and attending Chapter meetings -- discussions, trading, buying, selling, etc. If a serious collector didn't want to join the National, he'd still pay the comparatively small dues to the National if that was what was required to still attend Chapter meetings.
If a Chapter (going under the name of the CCGTCC) didn't want to force its members to join the national, they could simply operate outside of the CCGTCC. No big deal.
