There was "someone" who had these and was going to sell sets, as in one of everything. I think we even had orders to buy, with prices upon final release. Then suddenly the deal dried up.
Since then the rumors and claims have been consistant. I have stayed away from buying any Dunes chips, while wiating for the sale.
Looking at the overall value, that "someone" who may not be the same person who was trying to acquire the chips originally, would do better making X complete sets, at a set price, than leaking one or two chips at a time, for ten years.
They could set the value and make 1,000 friends, if there are that many collectors who would buy a complete set at a reasonable price.
Hypothetical view (and all of this is such) 132,000 chips cost 25c each, that's $33,000 tied up plus storage. Sell off sets for something like $2.00 a chip x the number in the set, plus $2 shipping and all expenses are covered, there's some profit, the investment is paid off...
Take the leftovers and sell them as home play sets, by the hundreds. They aren't collectible, the people who wanted them already have nice complete sets.
Fast turn around on the investment seems to be an attractive proposition.

Now maybe the owner doesn't have much invested and got these for a "steal", then selling off one here and there, will be a source of long term income.

The only thing missing, except for those who already know, is the who actually has the hoard of Dunes chips. People have pretty well accepted that the chips were out there, somewhere.
To answer your question Jim. If people will pay $25 for a fantasy chip, or Brothel chip, made by the thousands, why wouldn't they buy a real casino chip, even if it's possibly available by the hundreds. At least it's real!
