The nice thing about PHP, is you'll have all the code to tweak as you see fit. Most of them will have user/mod/admin accounts already setup for you. Adding a field to the database won't be too difficult. Matching between users sounds like a nightmare though (unless you can get everyone to always list by TCR number). Best Wishes!
